PT Citra Tubindo Tbk, an Indonesian national company established in 1983, is a top domestic manufacturer of Oil Country Tubular Goods (OCTG) in Indonesia. The company produces various grades of OCTG, ranging from standard to premium, maintaining high-quality standards with strong Local Content (TKDN). Citra Tubindo’s products are widely used by both domestic and international oil and gas contractors operating in Indonesia. The company has been entrusted to supply products to major oil and gas projects in the country, including deep-sea drilling by Premiere Oil and geothermal projects by Geodipa.

Sustainability and Corporate Social Responsibility
Citra Tubindo places high importance on sustainable development through collaboration with local communities. The company views Corporate Social Responsibility (CSR) as a strategic means of balancing financial gains (Profit) with community welfare (People) and environmental conservation (Planet). For its commitment to this principle, Citra Tubindo won the Community Initiative Award at the Asia Corporate Excellence & Sustainability Awards (ACES) in 2021.
Empowering Communities Through CSR Programs
The company leads several CSR programs aimed at improving the quality of life for local communities. Citra MANDIRI focuses on developing economic independence in local fishing communities through training and assistance. Citra PEDULI aims to enhance the quality of education in schools around the company’s operational areas. Citra LINGKUNGAN focuses on mitigating global warming by planting 100 trees in Batam’s Botanical Garden, which has proven to reduce air pollution and absorb carbon dioxide.
Addressing Socioeconomic Challenges in Nongsa District
Citra Tubindo operates in the Nongsa district, where a high number of underprivileged families live far from the center of development in Batam. Most of these families rely on fishing as their primary livelihood. However, due to industrial pollution, their income has declined sharply, leading to socioeconomic challenges such as higher crime rates. Educational infrastructure in the area is still developing, with schools only being established in the past 5 to 9 years. These schools receive limited subsidies for teachers and equipment. Records indicate that 60% to 85% of families in the community earn an average of only USD 8 per day—far below the minimum income required to sustain a decent living. The lack of education and vocational skills, coupled with rapid industrialization, has resulted in social tensions within the community.
Educational and Vocational Training Programs
To address these issues, Citra Tubindo has initiated several educational programs aimed at upskilling the local workforce and preparing them for industrial employment. Project VALERIE (Vocational Accelerated Learning and Recruiting Towards Industrial Excellence) is designed for students aged 17 to 18 years at a local Vocational High School (SMKN 6), enhancing their competence in engineering and production processes to improve employability. Project TeFa (Teaching Factory), launched in 2020, allows students aged 14 to 17 to gain hands-on experience by using company machinery in a dedicated, safe learning environment. Project SARAH (Skills Ability Readiness through Apprenticeship) provides graduates of Project VALERIE and former workers the opportunity to refresh their skills through upskilling or reskilling programs. Targeted at individuals aged 18 to 25, this program helps them stay competitive in the job market.
Since the launch of these initiatives in 2013, 258 students have participated in Project VALERIE, and 54 have joined Project SARAH. A total of 201 graduates from these programs have been recruited, leading to an improvement in their families’ income levels. To further support education, Citra Tubindo has also funded SMKN 6 under Project TeFa, enabling the school to purchase learning equipment, tools, and facilities. As a result, SMKN 6 has become a national role model for vocational education, with student enrollment increasing from 500 to over 1,200. These programs not only benefit local communities but also align with Indonesia’s national grand design for human development, emphasizing vocational education.
Promoting Inclusivity and Gender Equality
Citra Tubindo’s Multi-Skill Operator (MUSO) program provides training to blue-collar workers, equipping them with essential skills and certifications. The company follows a merit-based recruitment, career development, and remuneration system, ensuring no discrimination based on ethnicity, religion, race, or gender. Recognizing that the oil and gas industry is traditionally male-dominated, Citra Tubindo launched the “Women at PT Citra Tubindo” program to promote gender inclusivity. The company actively encourages female participation, offering equal opportunities for women to hold strategic positions. This has led to an increased representation of female engineers in Quality Assurance, Metallurgy, and Heat Treatment sectors, as well as managerial and top executive roles.
Resilience and Adaptation During the COVID-19 Pandemic
Citra Tubindo’s Profit, People, and Planet strategy played a crucial role in its resilience and business performance during the COVID-19 pandemic. By maintaining a strong focus on community engagement, environmental responsibility, and workforce development, the company continued to thrive despite challenging economic conditions. Citra Tubindo takes pride in being a market leader, even during uncertain times. Its commitment to customer focus, product quality, and employee efficiency has enabled it to maintain a competitive edge in the industry.
A Commitment to Sustainable and Inclusive Growth
Citra Tubindo’s dedication to sustainable development, community empowerment, and gender inclusivity sets an example for the industry. Through its extensive CSR programs and education initiatives, the company not only uplifts local communities but also contributes to Indonesia’s broader economic and social progress.
“Being a male-dominated industry should not negate the inclusivity and equality in the workplace. It is heartening to see this corporation take a stand for inclusivity and create pathways for women to succeed in this field.”
