Extending Water and Sanitation Expertise
Manila Water Foundation (MWF) is the social development arm of the Manila Water enterprise, extending its expertise in water and sanitation to marginalized communities beyond its service areas. Established in 2005 as part of Manila Water’s sustainability initiative, MWF became a stand-alone non-profit organization after a decade of service. Today, it leads efforts in providing water access, sanitation, and hygiene education (WASH) to waterless and toilet-less communities across the Philippines.
Commitment to Global Development Goals
Aligning with the global development agenda, MWF’s advocacy is rooted in the United Nations Sustainable Development Goals (SDGs). The foundation takes a participatory, responsive, and holistic approach to sustainability, guided by Manila Water’s five-pillared sustainability framework. This framework emphasizes employee development, community building, environmental protection, health and safety, and contributions to local and national economies.
Encouraging Employee Participation
To foster greater engagement, MWF launched the L.O.V.E. (Learn, Offer, Volunteer, Engage) MWF Annual Roadshow, allowing Manila Water employees to learn about the foundation’s initiatives and actively participate in volunteer programs. In 2018, this initiative raised PhP 215,905 in pledges from employees, which funded the construction of hygiene facilities in two elementary schools in Marawi City.
Sustainability and Impact Assessment
Instead of setting fixed targets, MWF aligns its sustainability reporting with Global Reporting Initiative (GRI) standards, ensuring long-term viability while addressing the evolving needs of its stakeholders. Over time, MWF has refocused its mission to become the leading organization for water access, sanitation, and hygiene education in the Philippines. The foundation prioritizes communities lacking water and sanitation facilities, including those outside Manila Water’s concession areas and those affected by natural disasters.
The WASH Program and Its Role in Community Development
MWF’s WASH program recognizes that access to clean water, proper sanitation, and hygiene education are essential for improving health and quality of life. Beyond infrastructure development, the program provides long-term support by fostering community engagement and equipping residents with the skills necessary to maintain these facilities.
Supporting Indigenous and Marginalized Communities
Sitio Monicayo in Pampanga, home to around 170 households, struggled with water access before MWF’s intervention. Many residents relied on rainwater, distant springs, or expensive private water vendors. In 2016, through partnerships with Clark Water Company (CWC) and Clark Development Corporation (CDC), MWF constructed a Level 2 stand-alone water system in the community. To ensure sustainability, a Water Group was formed among Sitio Monicayo residents, providing them with training in operations, maintenance, financial literacy, and accounting. Today, the majority of residents rely on the facility for drinking and domestic use.
Flagship Programs for Water and Hygiene Education
MWF reaches other underserved communities through its flagship programs: Lingap, Ahon, and Health in Our Hands. The Lingap program builds handwashing and drinking facilities in schools and health centers, ensuring public institutions have access to clean water. Ahon provides subsidies for piped-in water service connections and sanitation facilities in low-income areas to improve waste management. Health in Our Hands focuses on educating communities about hygiene practices to promote overall well-being. MWF also commemorates World Oral Health Day (March 20), Global Handwashing Day (October 15), and World Toilet Day (November 19) through awareness campaigns in these communities.
Monitoring and Evaluation for Lasting Change
MWF measures the impact of its programs through baseline surveys, focus group discussions, and key informant interviews. Once a project phase is completed, another round of evaluations is conducted to track improvements. To enhance its monitoring efforts, MWF has established a dedicated Monitoring & Evaluation Team, which gathers and consolidates data into a Social Impact Dashboard accessible to foundation employees and board members.
Recognizing Engineering Excellence for Sustainability
In 2015, MWF launched the Prize for Engineering Excellence, honoring Filipino engineers who drive positive change in water, sanitation, environment, and sustainability. By spotlighting these professionals, the foundation aims to inspire innovation and long-term solutions for communities in need.
Through its sustainability-driven initiatives, Manila Water Foundation continues to create a ripple effect, empowering individuals, strengthening communities, and contributing to national economic growth.
