The Land Custody and Development Authority (LCDA) has long been recognized as a catalyst for growth in Sarawak, balancing progress with purpose. Founded in 1981 as a statutory body, LCDA’s mandate is to transform land use in line with the state’s development agenda, ensuring that modernization enhances rather than displaces communities. Through this multi-phased project, LCDA is redefining how land and community development intersect. The redevelopment focuses on creating a resilient township that integrates modern infrastructure, green spaces and resilient housing while preserving the rich cultural heritage of Sarawak’s Malay villages. By relocating and resettling more than 2,600 families from low-lying, flood-prone areas to higher ground with proper drainage systems and modern infrastructure, LCDA is delivering not just physical transformation but long-term social empowerment. Each new home is equipped with smart metering systems that support efficient energy and water use. 

In addition, the development also supports extended families through new housing schemes in nearby areas. These schemes offer affordable homes and open opportunities for the next generation to own houses within modern, safe and nurturing neighborhoods. The initiative reflects a strong commitment to social inclusivity, building close-knit and diverse communities where every family can belong, grow and thrive together.

A Blueprint for ESG-Driven Urban Renewal
The Darul Hana Project serves as an exemplary model for ESG-aligned infrastructure development. Every stage of the project has been guided by comprehensive environmental and social assessments, ensuring that development is ethical, inclusive and environmentally responsible. Its design incorporates efficient drainage systems, durable construction materials, and flood management infrastructure to mitigate flood risks and minimize environmental impact. With the introduction of the Industrialized Building System (IBS) in newer phases, LCDA continues to enhance construction efficiency, reduce material waste and promote sustainable building practices.

LCDA’s commitment to measurable impact is evident in its sustainability targets. The project aims to mitigate flood-prone areas and achieve full resettlement of eligible households by 2030. These benchmarks align with Sarawak’s Post-COVID Development Strategy 2030 (PCDS 2030), the Sarawak Sustainability Blueprint 2030, and global frameworks such as the United Nations Sustainable Development Goals (UN SDGs).
